Trump says he is open to Xi-Putin talks, with denuclearization as focus

Trump says he is open to the meeting; Kremlin says it remains hypothetical, with no agreement, settled agenda or scheduled summit

Donald Trump

President Donald Trump said October 19 that he is open to three-way talks with Chinese President Xi Jinping and Russian President Vladimir Putin as soon as November. Reuters quoted Trump saying the meeting could focus on nuclear weapons and denuclearization, with trade also discussed. His conditional statement marks a change from the earlier report that he had not agreed, but it does not confirm that Xi accepted or that a summit has been scheduled.

Response / context

Kremlin spokesman Dmitry Peskov said the hypothetical meeting had been raised but that no specific proposal or agreement had been discussed, including on agenda or content. Trump said he would participate if Xi wanted the meeting and said he would do anything he could to end the war, while also indicating that his preferred focus was broader arms control rather than Ukraine alone. Reuters reported that the White House and the Russian and Chinese embassies did not respond to its requests for further comment. China's foreign ministry had said the previous week that trilateral nuclear disarmament talks would be unfair and unrealistic because China's arsenal is not at the same level as those of the United States and Russia. Ukrainian Foreign Minister Andrii Sybiha said a U.S.-Russia-China format excluding Ukraine would encourage Putin to continue the war. These are stated positions; there is still no agreed meeting, final agenda, negotiating mandate or peace agreement.
